What is the meaning or significance of 'suit from Chicago'

When Sheriff Millard (played by Andre Braugher) told the ATF Agent Reese (played by Paul Wesley), "I don't have to do what a suit from Philadelphia tells me," the ATF Agent replies, "No, but you have to do what a suit from Chicago tells you."

What is the meaning or cultural significance of "suit from Chicago" ? Does it mean that Agent Reese is from Chicago, or his head office / director is in Chicago, or does it have any implication of the mob?

It's a North vs South thing. Reese was a Federal agent from up North. Braugher's character is saying that an educated big-shot from up North thinks he's just going to waltz in and take over from the good ol' boys. He also comments later in the movie. "I should be the one not trustin' you. Y'all won the damn war."
