Did the custody rules change in the course of the film?

At the beginning of the film, the mother cannot take the daughter out of the country without the father's permission.

But at the end of the film, the daughter gets to decide which parent she'll live with. (True, the mother might not be leaving the country any longer, but still...)

Does this make sense?

Did the father perhaps tell the daughter (offscreen) that the choice was hers? But then why would the courts be involved? It's not clear to me. I thought in Iran custody would be up to the father.

I think you may need permission for either parent to take a child out of the country.
Whenever we went to Mexico with my mom and my dad stayed at home she had to carry a notarized letter signed by dad giving her permission to cross the borders with us. If we went my dad and my mom stayed then he had to carry a letter signed by her. The letter wasn't always asked for at the border, but it was asked for going in and out of the states.

Better to remain silent and be thought a fool than to speak out and remove all doubt.

The father did tell the daughter the choice was hers after agreeing to the divorce (off camera).
