The attack on the boat

I was amazed when the japanese airplane returned and shot the castaways. It seemed such an irrational waste of resources (fuel and bullets) to kill some guys who would most likely be dead anyway. Not to mention the risk of the maneuver.
Was there any precedent of an action of this kind? I am not saying the survivors lied, but maybe they had an allucination?
Maybe the readers of the book can explain. Is the scene described in detail?
Thanks!
