Okay, I missed what happened to the 3 girls getting into the truck, who were setting off to be human bombs. I saw Quinn shoot their initial handler when she came out of the restroom... but did he eventually follow and kill the teens, too?

No, she was recruiting them as young conscripts to the Islamic State, so Quinn took her out to stop her from recruiting anyone else. Seems it was too late for those 3 girls though. I don't think they were human bombs, just young naive girls who thought that joining ISIS would be some form of heavenly escape.
