This could easily be done without revealing the identity before they want to, just use the right camera angles. And I think it would be a cool power move, a bit taunting, because if a victim sees who the killer is in their dying moments, they have those last few seconds to try to piece together the "why" of it all.

And it's something that could really only work for Ghostface. Amber points out that Stab doesn't have a consistent bad guy to keep coming back, like Michael, Jason, Freddy. But, each of those, the victim, if familiar with local lore, will already have an understanding of who is killing them and why. So while it's terrifying, there's little in the way of mystery. But there's always the whodunnit aspect o Scream, which is why that could work. They've done it a time or two, but could be more.
