A cop a criminal and a civilian . Would be excellent . All 3 stories link into one. Like the a cop like phelps . A criminal rising up in the underworld.. and a civilian that is hunted by the mob and pressured by cops to testify .. free roam world like gta same set up really. Would be a stone cold classic . Set it in the late 50s early 60s .
