They're trying to pit Frank against her and eventually forget about her in their attempt of having him fight on their side. At the same time, they do want to blame her because she didn't give the film to them so they need a scapegoat to blame. As it is shown, they probably are not fighting on the good side but rather a side they shape when the need of their cause fits justly.
