They did what they could and there was no way to know that Kido was aware of the tapes and trying to prevent the war.
For John Smith how can you blame them for hating him? He was an American that betrayed his country and is now working with the invaders suppressing his own people... There was no way for them to know that Smith was attempting to stop a nuclear war.
To them the only collateral damage of releasing the film was Smith's son, Thomas. Which to them was probably already dead because of him being the son of a prominent Nazi with a serious defect.

The Resistance is at least guilty of being stupid for disobeying MITHC's orders to leave Juliana alive and then throwing a tantrum when she continues to survive while they - still - disobey their orders and attempt to kill her while blaming their own screwup (Karen) on Juliana's "shameful" attempts at surviving their attempts at murdering her.

The Resistance has some shady characters in it. I like that for the television series. No groups is all good or bad.
