Right, the extradition order was just a pretense, though Kido didn't seem to know that Smith would see through that so quickly. But no matter, they had their soldier to soldier talk.
The motivation was for Kido and Smith to work together to keep the war from happening, hence the phone call that Kido received from Smith at a later time.
Kido and Tagomi also can to a similar understanding in respect to those same motivations, though far few words were spoken to the effect.
Interestingly enough, it turned out that nobody wanted the new war -- except for Heusmann and his underling / recruits, starting with Himmler -- possibly not even Hitler.
