Look up dimensional jumping. It's kinda like that on the show.

I really hope in season three they have flashbacks that explain how they realized they could do that, and show what they actually know about the process, I have tons of questions along those lines....
shareThe clue was in the 2nd last ep when it becomes clear his offsider is ALSO capable of moving between universes, and did so when he moved from OUR universe to the Shows universe whilst recovering from the injuries he recieved at Hiroshima.
Its implied that to do so you must be in a advanced contemplative trance-like state, probably involving physical and emotional pain. However, you may move objects between the universes if you hold them.
And thats about all we know.
If you watch the recaps with the director he explains that 2 of the same souls cannot exist in the same dimension. The trade minister's counterpart in OUR world had killed himself by jumping off a bridge one night. That allowed the trade minister to travel to our world.
SPOILERS BELOW!!!!!! This includes both seasons:
Three known people have 'navigated': Tagomi, Kotomichi, and Trudy. Look at some of the similarities:
1. "Absent Friends": Tagomi and Kotomichi were both meditating. specifically, they were meditating to deal with their grief & mourning of lost loved ones-- Kotomichi's family died in the bombing of Hiroshima, and Tagomi was mourning the deaths of his wife and son. Both of them navigated to universes where they saw a version of their lost loved ones.
2. "Vacancy": The 'alternate' doubles of Tagomi and Trudy both died. In the USA-timeline, it was mentioned that Mr. Tagomi ran from the house and headed to the bridge, and it was at least SUSPECTED that he was missing because he'd jumped to his death to commit suicide. And we know Trudy from the Nazi-timeline was shot & killed by the Kempeitai.
3. "Juliana": Juliana is tied to this as well. The "USA" version of Juliana was missing Mr. Tagomi. The 'Nazi' timeline Juliana was desperately missing and mourning her sister Trudy. Tagomi also was holding a necklace which belonged to Juliana when he crossed over.
And the Man in the High Castle said in the S2 finale, that somehow the universes are revolving around Juliana-- the people change as a result of their connection to HER, but she is the same in every universe, with her 'unusual mind'.
I said in another post-- maybe the power to transport comes from this idea that you are desperately wishing to see someone who is ALSO desperately hoping to see YOU again.
