In the train station? I'm having the same lack of recollection. I wish they did a half hour (or so) recap to remind us of the important characters and events of the prior season to refresh our memories before entering a new season. I did myself a disservice not rewatching season 1 before beginning 2. Just not enough time for me to be able to.

We didn't see him in S1.
At the end of S1, Juliana is perceived to have betrayed the resistance by letting Joe go, complete with the film he had on him. People have been on the lookout for her since. Remember the guy that had her in the trunk and fired on her when she escaped from that. He's the guy in the resistance that Frank ended up working with. It's all part of the reason she defected to the Nazis.
When she went to the apartment in S2 (looking for Dixon?), they recognized her, probably from photos. Perhaps they were even tipped off that she might show up and were keeping an eye out for her (perhaps an old address for Dixon). She figured that out right away and split, them on her heels looking to kill her.
