Lots of people have survived being shot and being in the general area where a bomb went off. He wasn't in the area above the parking garage where the bomb was planted.

He was also only shot in the shoulder, which would not have been a fatal wound. The shot also threw him to the floor before the bomb went off, so there wouldn't have been as much shrapnel hitting him as if he had still been on his feet. Ironically, it's possible that Frank saved his life by shooting him.

His loyal sergeant also covered him with his body right at the moment the bomb blew off. His body must have absorbed most of the shrapnel and/or fire blast, and since the floor did not collapse at the point where he was he had a pretty good chance. Things like that can happen (rarely), even in catastrophic plane crashes, but if Frank is also alive it will be ridiculous. Frank and his Japanese "lover", if I placed them correctly, must have fallen underneath to their deaths.

It's a long-standing, but absurd, Hollywood convention that shoulder bullet wounds are trivial. In reality he would have quickly bled out or at the least suffered severe long term damage.

It seems clear that the writers intend for Kido and John Smith to hang around for the length of the series, always escaping whatever dangerous situation they find themselves in (similar to how the main protagonists do the same).

If the series goes for 5 seasons as the creators are currently intending, I suspect one or both will finally die in an attempt to redeem themselves for past crimes (I'd expect that more from John Smith, who is more of a cold-hearted mercenary who has already displayed some conflicting emotions, whereas Kido has done horrible things mainly because he is a "true believer").

I agree. Both Kido and Smith are "true patriots" (highlighted, rather undermined by the fact they agreed to co-operate for the respective good of their empires - though it could be misinterpreted that they are traitors, we saw what kind of "fruit" their limited co-operation bore in the end), however the tragedy of Smith's son will surely make him question or want to re-evaluate some or a lot of things.
I absolutely love these two characters, they are the most complex, elaborate (while seemingly simple), nuanced and with the most moral shades of everyone in the show. I really hope we get 5 seasons (more would too much, up to 5 is the best) with both of them, I really cannot see the show working without them :)
