why are the japanese even speaking english?

Japan forces all the countries they conquered to make learning Japanese compulsory
even if it is too late and impractical to make sure all Americas learn and speak Japanese fluently, it makes no sense they're talking in English even among themselves
For the same reason that the Chinese aristocracy in The Last Emperor spoke English among themselves most of the time.
There might be more to it, though. The show and the novel present the Japanese as loving to borrow elements from other cultures. The show de-emphasizes it but the I Ching was widely used and respected (not just by Tagomi), though it's Chinese.
I assumed they do speak Japanese most of the time, but they didn't want us to have to read subtitles all the time. Most shows/movies do that, nothing new.
shareOf course that's the reason. They'll speak a few words of Japanese to set the scene and switch to English to avoid the use of subtitles.
shareArtistic license. To move the show along the viewer has to use his/her imagination and believe they're actually speaking Japanese when there are no Americans in their presence.

Because subtitles are *beep* gay. They are speaking Japanese, it is just presented in English to the viewer.
