No, it's finger pointing (although subtle) because that's just what the Deep state (formed by the FBI, the CIA, the republican and democrat party, the media, etc,) is afraid Trump will do if he wins again in november, so they are programming the public now about the idea that if any president try to do that he will become a dangerous tyrant.

I also think it was very symbolic at the end when he was in the Oval Office, being dragged from the Resolute Desk and hanging on to it for dear life. In fact, he would not have been in the Oval Office; he would have been in the atomic bomb-proof deep bunker.
