This movie is more like a comedy than a horror

I was watching this movie on the Chiller station but it didn't seem really scary, it is more like a comedy to me. Why would they put this on the Chiller station?

When the Cinderhella killer goes after Riley a few times, that was pretty scary though. It rivaled scary scenes from more 'serious' horror films :)

Probably because they went by the description on the back of the DVD which, if you have seen the film, you will know is essentially lies, but that's what makes the movie even better.
