I'm wondering that had Conan been able to stay on The Tonight Show, would he had eventually been the one to lift the supposed Tonight Show ban on Joan Rivers (that lasted through Jay Leno's tenure), not Jimmy Fallon:

Johnny Carson was good on the air, but apparently a real A-hole and a big baby off camera. I didn't realize that the ban lasted all through Leno's tenure as well.
Jimmy is a class act, and it was cool of him to do that.
Joan had a very successful career, with or without The Tonight Show's blessing.

As far as your question about Conan lifting the ban. I think he would have done it eventually, because according to IMDB he had her on as a guest on his old Late Night show a few times. He didn't seem to have a problem with her.
