Ok, I get it that Clive Owen's character is the boy in the movie.
My question is, is it at all possible for someone to develop a whole new dialect after moving from one country to another?
I'm guessing that after the events of what happen in the end of the movie, Clive Owen's mother moves the family to England...
I could see mannerisms being developed but accents?
A new dialect? You mean as in a new language? Yes people can learn new languages whether or not they move to another country.
I'm going to go ahead and assume you meant to say can someone develop a new accent. In which case the answer is still yes. I was born in the Philippines, English is my second language. And I have a strong American accent.

I know someone who has Spanish parents and when he speaks English he has a gorblimey Cockney accent but when he speaks Spanish sounds articulate and cultured. Quite incredible but true.

Yes certainly, I used to work with a Danish lady who had only lived in the UK for 3 years, you would never have guessed! She had perfect English, including colloquialisms and a rather posh accent, I found it quite amazing.
