Who was to blame for.....


...the half-a-trillion dollar moon defense weapon almost falling over?

In my opinion, whilst the tug accidently nudged the weapon out of kilter, the real blame lies with the incompetent Chinese operation commander who ordered the initialisation of the uncoupling sequence BEFORE the weapon support arms were in place. This meant that the weapon was not secure and therefore an accident waiting to happen, which of course did happen.
