was it dubbed with Jackie's real voice?

Yes, I have no doubt Portman was lip-syncing Jackie's real voice.

Jackie's voice was very distinctive, and only the video scenes sound as she did - very breathy, almost a whisper. And in the last video scene shown, the banqueting room scene, the lip-syncing is very slightly off.

I think that was intentional, more of a voice-over than lip syncing.
