They had just a great opportunity to joke about political correctness and genders. It could have been great to have All breaking down barriers but then be working with Mugatu to buy politicians through fashion and kill off everyone deemed intelorant until they had ultimate control and the only people who could stop the oppression is Zoolander and Hansel

Yeah I thought All was gonna be a bigger 'antagonist' in the movie, really enjoyed the gender humor.
