Who owns the rights? And shopping to another network


Who owns the rights for a certain television show? Is it show's creator who also serves as executive producer and lead writer or studio?

And why, whoever owns the show, never (with few exceptions) shop the show, what got cancelled after full season, to another network, cable or even streaming service?

My own television schedule contains all shows from Network, Cable and Hulu. Season starts June 1st.

Yes, several shows have went to other networks and been successful, but this show was on CBS and because of that and being in year 6 it is an expensive show, that CBS would have to pay more for because the actors re-negotiate their contracts for year 7. WB owns the show and gets all the syndication/rerun money so their was no motivation for CBS to continue a show with OK ratings that cost more than a new show that can get similar ratings and cost less.

The only network that WB owns that airs sitcoms is TBS, but being that the reruns where sold to FX/FXX, it is unlikely that they would have a>the budget b>the desire to continue it.
