What were Bates and his cellmate hiding in their beds?

I've never been able to figure out what Bates and his prison nemesis were hiding for the guards to find and punish them for. What was it? All I saw was a piece of burlap.

It was hemp. Which can give a high when burned and the smoke is inhaled.
