Why couldn't Caleb do his own show?

You answered your question. Viewers liked him as Hanna's boyfriend, not some weird guy chasing a ghost.
shareThe MAIN reason it flopped is because Caleb was a fan favorite due to his relationship with Hanna. Haleb was the fan favorite, not necessarily Caleb. So they broke him up with Hanna to do his own show. And the premise of that show was him helping some girl he just met who later turned out to be his ghost soulmate. Not a smart move.
Other reasons:
2: The genre change. It went from "Murder Mystery" to "Supernatural thriller."
3: Ravenswood was greenlit during PLL season 4 and that season is where the fandom started to shift. They got more upset with the shows future. It was more and more filler for no reason. So no one wanted to watch a new Marlene venture when her current one was so frustrating.
And I imagine that had it taken off they still would have had Caleb return for the series finale.
The world isn't split into good people and Death Eaters.
id say the genre change was hte hardest part for me personally, but i imagine even haleb fans would have been annoyed with ravenswood without hannah.
all three are pretty big points though. honestly its hard to think why they thought the show would work.
I'm pretty sure the only reason caleb himself was chosen for the spin off was so that they wouldn't have to pay sara shepard / alloy entertainment anything more than minimal royalties.

Plus lets be real the actor playing Caleb just doesn't have the acting chops/presence to be the lead in his own show.
