Shower by far. Hayley had less episodes.
shareIt's not even on the same level. Hayley was created for us to hate. Marlene actually thought Shower was a good idea. Her being 2 of the biggest mysteries in PLL was a huge slap in the face.

I hated them in different ways. I hated Hayley because she was written to be hated. I hated Shower because she was a lazy way to get out of writing satisfying conclusions to so many mysteries.
