If Mary Drake was in radley when she got pregnant with Spencer it could be possible. Byron's brother suffered from depression, so it could be that he was at radley the same time as Mary Drake.
I was just wondering about that because I always believed that we got to see that confersation between Ella and Byron for another reason then just mike's depression.
Anything's possible with this show! But I really doubt that Scott is going to end up returning in any capacity. He was mentioned only once, way back in season two, before Charlotte, Charles, Mary, or A.D. were even thoughts in the writers' heads. I suppose they could always have remembered that scene and worked him into the final story somehow, but I don't think so.

Rob Lowe has NEVER been on PLL - he's on "Code Black" right now; I think they mean Byron's brother (as his character on the show not real life brother Rob Lowe, b/c Chad Lowe's character is Byron; not sure Marlene would use Chad Lowe's RL brother Rob Lowe for this role), I'm sure they will have another actor play the part if the OP's theory is right.
