Absolutely not. If CeCe wasn't invented until season three, there's no way Rollins was even a thought. I think the writers just used the same name because they thought it would be "clever."
I'm still hoping that Mona's doctor was the original Dr. Rollins, whose identity Archer stole. That could be interesting.
