Why does everyone act retarded in this movie?

Every character here acts stupid.

Part-time deputy cuts post without calculating where it will fall. Then he climbs on it to cut the cable. Why didn't he climb a ladder by the wall and cut the cable?

Old men in diner don't care about dying. But the employees sure would. I don't believe anyone would care to die only to cook a $10 meal.

White woman near the end with cowgirl hat refuses to duck in the street during a gun fight.

Why is everyone acting this way?

And why can't Cortez run under the bridge to escape? Why does he have to fight the "abuelito" Sheriff (A.K.A. The Penetrator)?

It's an interesting phenomenon in a lot of movies where the behaviours of the characters are kind of surreal (for lack of a better word). It's not really based in reality, but rather a kind of caricature of reality for comedic or dramatic effect. Haven't we all sat through a movie where we question, "WTF is she doing?", or "Why would he do that, and not the other thing?" Sometimes that really takes me out of a picture, other times, I can suspend disbelief and just accept it.
