Were the shadow hunters supposed to have English accents?

I only read the first two books in the series and I don't remember hearing about them having English accents or any accents. Anyone know if they were described as having accents and I just forgot about it? Or was this added only to the movie?

There's no mention of them having accents in the books. I think the movie just did that because a number of the actors are English and English accents are dead sexy. Also, the Shadowhunters having English accents sets them apart from, and dare I say above, the mundanes. Ever notice how many ancient Romans, villains, aliens have English accents? Anything exotic or abnormal has some kind of accent. And, in the books the Shadowhunter homeland is a country named Idris and is located sort of in the middle of Europe. It makes sense that they would have some kind of accent. All that being said, the guy who plays Simon (Robert Sheehan) has a killer Irish accent, and his American accent in the movie is flawless. But then Simon is known to be American...
I hope you continue to read the books, they get a little deeper and darker, and the last book is a really good ending for this set of Shadowhunters.

Downworlders? What's that? Like, people who live below 14th street?

Technically no. Most Shadowhunters come from Idris, which is located in Central Europe, between Germany, France, and Switzerland. Because of this, their accents can range a little. In the books, Clary describes Jace's accent as incredibly refined with hints of certain dialects, though not strictly British. Also, Jace can speak roughly five languages, so that can have an effect on accents. I don't remember if they mentioned the Lightwoods' accents or not.
