I've tried so hard to be optimistic this season but I thought the very same thing.
Here we go again.
This seems to be the only plot they can think of.
10 years in, no civilization reforming
zombies just continue to be everywhere, they haven't rotted away in ten years
It is still just characters wandering around the woods and surrounding communities and encountering one bad group after another.
This is all they have.
I actually didn't even know the new season was starting and I really didn't care to see this show any more but my wife is still into it and realized the new season was starting and ordered sling so she could watch it. We have Hulu and it isn't on there. I would have stopped watching it.

shareI know but just look what they did with major characters, I stopped watching a few years ago mainly because it was boring, repetitive and deviated too much from source material, maybe a reboot one day will fix it and be closer to the gn.

That's why I liked that older lady who was the boss and Alexandria,
she had vision. These people do not.
Probably the best they could all do would be to move everything to
Oceanside grow their food and fish the sea, and move out from there
over that one defensible point, the bridge.
The first thing they need to do is to know they are secure and set
boundaries. I would have cut down the trees and harvested the wood
to build trestles or elevated roadways to travel safely between locations.
If they are too far apart then they should move. There is never any strategic
thought or conversation in this show. It could have been a really good science
fiction show, but it just takes the dummy horror way out.
Also, they should learn that they cannot compete and will have trouble with
any group they cannot absorb. They should develop a way to integrate the
towns, like moving people around in shifts from location to location to learn
everyone else. They do not have a population so large they cannot all
know each other.

The need to take a historic page from history of the Spartans. Not so dramatic, but they have to develop a society that is already ready to fight and knows how to. These people, they only thing they know how to do is argue, undercut each other and do stupid things.
The last time they tried that, it didn't work out so well for them, because they thought they took out Negan and his whole group at the satellite dish place.
If they follow the original story, there will be some who want to tool up and rebuild an army. Probably what will bring the 3 camps back together again.
True, but that was because they did not do sufficient reconnaissance. Plus the writers of the series were against them writing them to be stupid in everything they did.
Once human beings had civilization and immoveable farms they had something to defend and from that point on war was the general pattern for human life. It is the basic reason the military budget in the USA is above everything else to this very day.
All the population and the planet cannot afford that though, so we are really threatening our future existence to carry the war analogy forward at this point.
