Fox's hesitancy to fund a movie like Fantastic Four would require puts a big doubt on this. That works fine for characters like Deadpool who interact with regular people and the occasional X-Men, or even the X-Men themselves, but the Fantastic Four and Silver Surfer need a good budget and a good story to back it up, and Fox doesn't seem to be able to deliver. They don't care how good you think your script is (and chances of them actually accepting your script are slim), if they optioned it, it'd be trimmed down to something they'd be willing to fund.

They already tried that. It failed.
shareFox lost a lot of money on this film. If anyone at Fox is even still considering a sequel, it's laughable. Chances are Marvel will buy back the license, but I still wouldn't expect another FANTASTIC FOUR movie for a long time. And even then I'd rather just see a DOCTOR DOOM movie, maybe with the heroes in supporting roles.
