So he wanted to pacify dissenting kingdoms and rally everyone behind him to destroy the "surface dwellers," right? But he didn't need to go through so much trouble. He could have taken the humans out with forces under his immediate control. Also, he had to contract out hijacking of submarines to human pirates? So convoluted.

shareAnd I certainly can't blame him for that. And they were in a bind. If we had known they existed it could be argued the pollution could have been handled by some sort of treaty. On the other hand, the chance that the surface would go to war with them would be very likely.

It was actually a good idea to use humans to hijack the submarine. The pirates probably hadnt intended to leave survivors but it turned out there were dozens, and they reported an attack by human pirates and not Atlanteans.
If the survivors had all reported an attack by mermen, the government might not have assumed they were all crazy, because in the world of the film everyone knows aliens and Aquaman and other impossible things exist. So the Russian government might have realized that the Atlanteans were about to attack, and prepared for war. By using human allies, King Blondie was able to keep his plans secret.
