I think he survived. He was too useful to kill and wasn't really tied to any of the factions killing each other. At the end a remark is made by the crooked policeman to the new chairman that the old chairman didn't fully appreciate profits from gambling and drug dealing.
The last seen of him was walking home from being left by the side of the road. With no proof of his involvement in any murder the worse he would get would be deportation back to his home country. The Japanese government could get him recalled.
I don't know everything. Neither does anyone else
