where did he get the older / decoy couple that just seemed to appear in their car ...when we know they are only stopping cars with one man/woman/kid? did i miss something?

He picked them up at the train station. You see him talk to the older man.

The police were shutting down / delaying rail services so he offered them a lift.

The police were looking for a couple and a young child. Not a couple, elderly couple and young child. So he offered to drive them in order to not be detected
