obvious choice would be Bad liutenant: port of call new orleans, since both are black comedies about corrupt cops, the other very similar film would be the informant!, since that also is a black comedy with a mentally ill man heavily distorting facts and outright lying to the audience.
after that taking into account, its a black comedy and he is an unreliable amoral narrator that starts going nuts, id say the most similar films i can think of are:
fight club, Choke(same unreliable), Seven psychopaths, clockwork orange, american psycho, vampire's kiss, in bruges, trainspotting, the guard(type of humour mostly), matchtick men, to die for(also has a sociopath narrating), Election
id also say fear and loathing in las vegas, but that crosses more into surreal humor than black.

in a way yes, and many british films that deal with lower classes have that same raw gritty attitude about life, like the film Naked and all those kitchen sink british dramas.
but the thing about this is england,is that i felt it had too much heart to connect it with this movie, save for combo (who would be at home as a character in trainspotting or this), nobody in that film was a complete piece of trash like the characters in filth, and the protagonist was a sweet if misguided boy.

shareI finally watched the film tonight, and after watching the deleted and extended scenes I wanna mention "Observe and Report" as a movie possibly like this. "Authority" figure with mental illness, but many (the writer and director himself) say that it's a comedic version of Taxi Driver. Great, underrated film.
sharei liked observe and report, only thing i seriously disliked was the ending, i felt it wasnt like the rest of the movie.
