Is that Detective Kenneth "Hutch" Hutchinson working undercover as a cab driver?😉

It was David Soul but he wasn't a cab driver. She was hanging around for business in that scene and he was a "customer".

best cameo I've seen in some time. I recognised his hit song before I caught it was Hutch. My wife picked it straight off the bat! Weird movie... it's a 'must watch a second time' for me.
