Not gross. Not inappropriate. They weren't related at all. Legally, Manny is Hayley's step-uncle, nothing more. Once they are both of legal age they are free to get married, have children.
Haley's discomfort was all about her not being attracted to Manny was because she considered him a nerd. That was the joke, albeit not a particularly funny one.
