The girlfriend that "died" on the first episode is actually a double agent and is the one responsible for selling the biological weapon. I'm pretty sure she is also going to be the mystery villain until the big reveal towards the season ending.

Yeah, predictable story line.

Or she could be being blackmailed, I mean why else would she turn down a job at apple, google or spacex to join a secret government organisation just to sell a weapon to terrorists... it makes no sense if it was just about the money.
