NCIS has taken down at least one private contractor company (Search and Destroy) maybe others, and the two phony sheriffs did work for a private contractor in Iraq after serving in the army. Maybe there's a connection between the mole and a private contractor that NCIS has taken down (they would have the resources).

shareYea, but Nate doesn't have the connections or money to hire these people. He might be working for them, like Carl, but he's not the head guy. About the only guy that has the resources would be Janvier.
shareNate has done so much covert work in the field that no one knew where he was and why.
shareLike the idea of private contractor, but only remember two: one in first season and the guy who tried to take out Nell. Citadel would be my first choice (seems their style), but too late to the party.
