In the middle of her back, clearly inside the waist band of her outfit. Of all of the show's characters Nell is the youngest, and most petit female. IWB carry above her butt is hardly a concealed location.
I decided to watch the series because Linda Hunt is an incredible actor. Over the years it has been fun to see the LA location shots - and, every week the LA Times posts the locations of any crew filming in LA in the coming week. These folks like DTLA, as do I, and a few times I have considered making time to go see a location shoot.
