The US Marshal's Service uses California prison vans to transport inmates, especially ones that have no reason to be anywhere other than prison. When you get the right paperwork, you don’t question orders. That’s bureaucracy; it’s a beautiful thing.

No one in the LAPD worries about civil liability. It's not like intentionally leaving a cop with inmates and telling them he's a cop would increase liability. Whiting knew DYM wouldn’t press charges. Heck, he didn’t even ask for a lawyer—and he is one.

TTS is up on federal agency funding. Sam is a stickler when it comes to money and budgets. He has to be; he has two kids in school, a mortgage, and a frugal partner.

The ATF agent missed the class on not bringing your weapon into an interrogation room. I bet that's something Sgt. David Gabriel of the LAPD would not have done. Yea, Sgt. David Gabriel just beats confessions out of suspects and then tells his girlfriend about all the problems at the precinct so his boss can be sued. That’s so much better.

After attacking an ATF agent, you'll just be let alone by yourself. If you’re handcuffed in an isolated room, why not? Callen won’t attack anyone if no one’s in the room.

After the FBI searched your boathouse, it's best to hide at HQ. They'll never look there. One would think they probably went to HQ the night Hetty and Kensi slipped out of the boathouse. Why would they wait until the next day?

The drawback to the main people being arrested is ING again going operational. He performed his task better than DYM. He didn't get arrested.

When the entire team is under arrest or investigation, it's easy to organize a few gun thugs and kidnap an inmate. Hetty has connections all over the world. You think she doesn’t know the right people in L.A.?

NCIS needs more money in the budget for better email security. No argument there.

SN is also a lawyer. She's a natural to replace the APD. In fact, she’s a better lawyer than DYM because she got her client out—and she hasn’t even passed the bar.

Coincidentally running into Sullivan? Kensi needs to read Gibbs' rule #39, there is no such thing as a coincidence. Yep, NKADG wasn’t in top form; she was probably dizzy from her encounter with DYM. More proof that romance between partners is a dangerous distraction in the field.

Aiding and abetting escapes from custody will not have any repercussions, nor will assaulting an ATF agent. If the ATF agent had been nice, none of that would have happened; it was obviously all his fault.

When you're a fugitive NCIS agent, hide out at NCIS HQ. That's the last place they'll look. Well, the other agencies probably don’t have access to this information.

The APD is once again master of the game and can easily convince multiple federal agencies to violate the law and the civil rights of the team. She probably offered all of them a nice bottle of Scotch and a weekend on her yacht. Party time!

Shooting at average height won't work against the APD. “She’s tiny but tough.”

Carl is another one that missed the film with the line "If you're going to shoot, shoot. Don't talk." He couldn’t help it. We all know from his appearances in other episodes that he’s a gloater.

Your job is to chase after drunk sailors and wayward Marines... Dude, have you never seen this show? Not only is he a rogue CIA agent, but he’s also misinformed.

An explosion that can level a building will not damage any cell phones. C’mon, the “building” was made out of sheet metal and a few pieces of wood. If your cell phone is in a case, there’s a good chance it would survive.

The main gun thug actually made a pretty decent point about NCIS being involved in non-NCIS matters. Actually, neither Sabatino nor Sharov know much about the responsibility of NCIS agents. As Granger explained to Dugan in an earlier episode, NCIS agents are active in 47 different countries on any given day—and they’re not going after drunk sailors and wayward Marines.

This is a three part story? Ugh! It has dragged on long enough. When it ends, maybe DYM will be gone. If that happens, then the wait was worth it.

I would love to have one of the blankets that Hetty used when she set the bomb off. And in your words(well kinda) the APD hair never moved. Great breakdown of the previous events.
