an advanced futuristic society cant effectively search mountains?

they have a fancy boat that hovers on the water and advanced medicine that can quickly save someone from certain death but they cant easily locate a satellite station on some mountains?

Any backwoods hillbilly or Aussie bushman or boy scout with a compass could've found that site...

I think it was more to do with seeking the land owners permission or it did so in the book but the book was less focussed on that as a plot device
