Could it be argued that the police would have arrested Bane? Batman drew all the cops chasing Bane to chasing him. As I recall, Blake and Foley almost had Bane (with the red helmet) when they switched off to chase Batman. In that case, could all the carnage later in the film have been avoided?
The cops wouldn't have caught him. Bane led them on a chase for several hours (without ever having to stop for gas!) around the city so it wasn't like they were actually going to nab him.

The movie indicates that Bane was at least putting himself in a position to get caught in order to complete the mission and that Foley's decision to chase Batman might well have allowed Bane to escape. That's pretty much spelled out, actually.
Dam. GPD must REALLY suck if Bane was willing to get caught and yet after driving around for hours in the city (without stopping for gas!) he never got caught.

Since Foley is probably the only character in the movie stupider than Nolan's knight, I'd say it's more or less a certainty that his actions in ordering an all out pursuit of Batman allowed Bane to escape.

I suppose. Bane's intent was to stall long enough for the malware program to upload, so even if the police had captured him, It wouldn't have made a difference as theres no way the cops would've been able to hold Bane if they did catch him.

And why wouldn't they have been able to hold Bane? Do you mean physically or because of a lack of evidence?
Lack of evidence would still give them 48 hours to produce evidence, and the police had video of him at the attack plus dozens of witnesses to the attack.
If you mean physically, why not? Bane didn't have superpower strength (other than when he was able to snap a man's neck with one hand in two seconds) so with dozens of cops chasing him, having batons, tasers and guns, I don't see why they couldn't have held him.

I mean that there's no way Bane wouldn't have been able to escape from a prison cell. It's a moot point now but theres no guarantee the cops would've been able to catch him considering it was just a couple squad cars and not the bloated police force that Foley called in for Batman.

How? His men weren't in charge of the city at that point and he doesn't have super-human strength other than that one time where it called for him to have it.

When he escaped the Stock Exchange, the hacker said he needed 8 minutes for the program to finish. When Bane left, it was late afternoon at most. When he's finally able to get away from the police, it is pitch black outside and he's never left the city.
Therefore, he led the police around the city for hours before Batman showed up.

Well, you can't ask a Nolantard to cast critical thinking at their god or his "work." They are convinced that since the hacker said he needed 8 minutes to finish the hack, that it only took 8 minutes for it to go from late afternoon to complete darkness.
