120 million budget???? HOW!

This movie cost 120 million to make? How is that even possible? If their salaries aren't counted into the budget then how did this movie cost so much? Also, I have not seen it so there might be a whole bunch of cgi and crazy expensive stunts that cost a lot....idk!?

Maybe because it was filmed in DC. Everything else is high there.
