Hazy filter during greyscale?


Howdy,
I Buy a lot of used movies from Hastings, and I managed to pick up a single man for three bucks. That being said, I noticed a fuzzy/hazy look over most of the film. It seems drastically reduced during scenes when colors introduced. It seems the grainy look would match the grayscale look that the film is going for, it just seems like I could be mistaking that for a low quality disk (not Blu-Ray)

Mainly what I'm asking is, is the picture supposed to look that ugly?

Kind of a stupid question, I know, but I am dying to know an answer.

It's supposed to look that way.
The point is, apart from "looks", the movie must have a meaning, an implication. The main character, George, is suffering from the loss of his beloved partner, Jim, he's unhappy most of the time and seeing the world as greyish and dull place. Where is nothing to please him anymore...

But then, the director's intention was to show George that he's wrong. There might be lots of beauty in the world still. There's a reason to live, to love, and not to die.
In such moments when George responds to the beauty, we are allowed to see the outburst of the colours on the screen.
