Tai-Lung vs. Lord Shen.

Tai Lung easily. Shen admitted he was no match for Thundering Rhino who was probably on the same level of skill as Shifu. Tai Lung however was able to beat the entire Furious 5 at the same time, he also beat Shifu. He also put up a much better fight than Shen when he fought Po.

This is because this is Thai's strength, and where he poses the biggest threat. This is how most will foolishly compare them as well.

One on one duels is not Lord Shen's strength. Though he can hold his own, his intellect is his greatest asset. Don't forget that Lord Shen also defeated the Furious Five, Shifu, Po, and nearly succeeded in achieving his goal of conquering China and destroying Kung fu. He did it through technological prowess instead of brute strengh. Po also never defeated him. Shen became drunk with megalomania and beat himself.

In the realm of witts: Lord Shen

If Shen gets an army of Wolves and some of his cannons, he obviously wins.

One-on-one fight, Tai-Lung stomps. His only potential downfall is if he underestimates the peacock and ends up getting a knife to the throat. Shen is certainly no push-over. He was able to deal with the Master Croc and Master Ox with little difficulty. And I believe one-on-one would have at least stalemated the Rhino. He only agreed that all three of the Masters together would beat him, as he's obviously outnumbered.

As much as I like Shen, I think Tai Lung would win.

One-on-one: Tai Lung. Lord Shen is certainly no pushover, but Tai Lung's skill was virtually unmatched by anyone (except Po, but that was more or less because Po's style perfectly counteracted Tai Lung's).

All-out battle: Lord Shen. Lord Shen's intellect, along with his cannons, ships, and gargantuan army of wolves and gorillas, would likely overwhelm Tai Lung. Yeah, Tai Lung took out all those rhinos, but remember that he also had the advantage of a surprise attack and all the narrow prison passageways stemming the tide of rhinos coming at him (and the rhinos' guard captain was a total moron). Lord Shen was on the verge of conquering China and killing the Five when Po, Master Croc, Master Storming Ox, and Master Shifu showed up. Shen beat himself with his own arrogance and craziness, leaving the two Masters pretty much unguarded and underestimating the Soothsayer, along with being constantly obsessed with trying to kill Po.
