Would you want Frank Sheeran on your side? I mean, at what point does loyalty become betrayal? He could have at least declined to do the final deed himself, and simply told Russ that it was too much of a burden.

Frank was in the clear, regardless. I think Russ just wanted someone thorough to do the job. He could, and should, have declined if he was truly loyal. My take.
Everyone knew how dedicated to Hoffa he was. The best way for him to prove his allegiance to them was to do the deed himself. Otherwise, he'd be looking over his shoulder for the rest of his life
shareI completely get your point, but I would rather be looking over my shoulder for the rest of my life than take out my best friend (or at least, let's call him a very good friend). And yes, I know, Russ said it was going to get done regardless. All I know is, it would not have been me. LOYALTY means you have to sacrifice sometimes, and not always take what appears to be the easy way out, even if it means your own freedom.
