In the original script the character Bruce Willis play returns 40 years ahead in the future and moves to live in France after retiring from a long career in a criminal organization. But at the end, the production decided to transfer the plot to China at the request of the CCP (Chinese Communist Party).

Although the Chinese authorities do not like the concept of time travel because they want to control the narrative of 'Where the Future Goes' they have agreed to this after negotiations with the Americans.

The Chinese chose the skyline and landscape of Shanghai so that CCPs could tell the world that "the main character in the film wants to travel to China in the future more than anywhere else in the world," Shanghai is presented as the center of the world, as an advanced and sophisticated city.

I just thought Joe finally decided to take Abe's advice and went to China. Now, I don't think it's far fetched that the CCP could influence a chinese production company to show chinese places in a positive light. But this wouldn't be exclusive to China, Hollywood has been presenting New York as the pinnacle of human civilization for decades, and idealistic versions of many other places in the US.

I read on IMDB the producer gave him funding to film in China instead of France. But it does seem legitimate that China would be a better place than France in 40 years. Also, maybe old Joe starts liking asian girls in particular - judging by his woman.
