So who (in the movie) requested the film be made? [SPOILERS]

I guess my main question is how much did the brother have to do with things?

He's a dirty cop, yeah, but surely he couldn't have funded the whole idea, obviously. We see him at the first meeting between Milos and the redhead at the outside restaurant, but was that just by chance that he happened to be there?

My assumption is that the director guy was maybe already doing the "art project" either on his own or for someone higher up (the people at the very end maybe?), and that when Milos asked his brother to look into him with a background check, that Markos saw who/what the guy was but told Milos none of that stuff, and then maybe contacted the director himself to see if he could partake in it?

If anyone has a better idea of the brother's participation, please let me know.
