I don't know if someone has already done a thread like this, but I'm a new fan of the show and it is absolutely great!

I too just started watching, and watched the reruns in a sort of marathon frenzy (out of order) over a few weeks' time. Still nowhere near finished with the series, but...
1. Ron Swanson (I wanna be him, at work, and say the things he does. I'd get fired, but it would be so soul-satisfying! :-) ) 2. April Ludgate (love her; beautiful, awesome delivery - but I couldn't live with her character in real life; great on the show though) 3. Tom Haverford (always liked him as a comedian before; great character, just doesn't give a crap) 4. Donna Meagle (hilarious, wish there were more scenes with her) 5. Andy Dwyer (just funny, laughable; him and April are priceless) 6. Jerry Gergich (I like Jerry, means well, and hate when the other cast members pick on him) 7. Leslie Knope (not much to say, really; necessary for the show) 8. Ben Wyatt (same; needed to kind of balance the Knope character; likable) 9. Ann Perkins (not much to say, just doesn't do much for me) 10. Chris Traeger (same; I don't think the show would miss him much; love Rob Lowe though)
Not even sure who Mark Brendanawicz is that I saw in someone's list... ??? Must not have been all that memorable, since I can't even place him on the show after googling him. And that character, Craig Middlebrooks (played by Billy Eichner), would rank like #189 in a list like this. Somebody in real life would have punched him in the face for hollering in their face like that. Sheesh.
I'm only 1/2-way thru S3 ... 1. Ron Swanson; Libertarians can be a pain but he is good about not hurting other people, with the (dumb-writing) exception of dating Tom's ex-wife. In fact, Ron & Ann are the only characters who don't actively hurt other people. (I guess Jerry also, but as Ron Swanson said, Jerry is "both the schlemiel and the schlimazel", so who cares about Jerry? Jerry is a terrible character.)
2. Ben Wyatt; I can see where this is going
3. ANN. PERRKINS.; in only 20 min on imdb I read a few dumb reasons people don't like her. Bottom-line, 1/2-way thru S3, she is not very funny but she is the most likeable character of all. She is like vanilla ice-cream, a good "beany" vanilla ice-cream. It is certainly not as good as chocolate or pistachio or ... but you can't go wrong defaulting to it. And R Jones makes GREAT FACES.
4. CHRIS. TRAEGER.; I could imagine them taking this character to bad places. We'll see. It is up to them.
5. Leslie Knope; Mixed feelings here. She is basically a misandrist, but she means well & she is hilarious when not actively hating men. As the police chief said "Leslie is the type of person who uses favors to help other people. (just not men)" Remember when she threw Jerry's painting in the lake? MAJOR demerit.
7. Tammy Swanson; everybody seems to ignore her. Tammy is an over-the-top she-devil, as Ron said. That is what makes her great. Hilarious & not realistic, unlike Leslie, whose misandry is all too realistic.
8. Andy Dwyer; Would rank higher except he is too stupid & he somehow likes April. MAJOR demerit.
9. the lady reporter, what's her name?
10. the host of Pawnee Today, what's her name?
11.Tom Haverford; funny, but it grows old, & as with Leslie, his slime is too realistic
12. April Ludgate; as Ron said "aggressively mean AND apathetic, April is the complete (passive-aggressive A-hole) package"
Jerry Gergich & Donna Meagle; who cares? Minor irritants mostly.
2. Ben Wyatt; he went almost exactly where I thought he would
3. Leslie Knope; Major improvement. After coupling with Ben, she stopped being a misandrist. I'm not sure the last time she actively hated men, or even a single man. Otherwise, still means well, still hilarious & still "Leslie is the type of person who uses favors to help other people (maybe even men now)."
4. ANN. PERKINS.; still probably the most "normal" person in P&R but not by much now. R Jones still makes GREAT FACES, but Ann has mostly been left to wilt on the vine.
5. CHRIS. TRAEGER.; They took him bad places. I'm not sure why they did it, but I anticipated it. I guess I foresaw their need to bring "the perfect man" down.
6. April Ludgate; huge jump from #12 to #6 and could claim #4 spot from time-to-time. They knew she was a liability as originally written, so they made her grow up dramatically, beginning with the "WTF?" marriage. Great move. I imagine feminists will correctly ask why it required marriage to a man to make April grow up, but hey, at its core, Hollywood is a really dumb place, so never expect perfection.
7. Andy Dwyer; also improved.
8. the lady reporter, Shauna Malway-Tweep or something? I still think they could do a lot more with her.
9. Donna Meagle; more lines, more time, a fine addition
10.Tom Haverford; still funny but improved overall, not nearly so slimy, and OK as long as John Rolfahole or the scents-guy aren't around
Beyond that ...
11. teh Animal Control guys are great in limited time
11. Rudd's campaign mgr; don't remember her name, doubt she'll ever reappear but a good addition in her time
13. Paul Rudd; don't remember his name, not sure he'll ever reappear but a good addition in his time
14. the host of Pawnee Today, Joan Calamezzo or something? not improved. worse
The rest ... Tammy Swanson; fell off the map
Gerry Gergich; still a terrible character. pointless. senseless.
