Pawnee - small town or mega city?

The show constantly tries to tell us that Pawnee is a tiny city that no one's heard of and no one cares about. They try to tell us it's got that "small town" feel and it's full of "small town" folks.

Yet it's also home to huge corporations that feel way more city-esque, like Ralph Fienstein's Cologne, Sweet-Um's Candy line ups, that Bloosh woman's company, and especially Gryzzl. Pawnee's also got a surprising amount of night clubs, like that place that serves alcohol as vapor, or the dozen other dance clubs that Tom goes to.

So which is it? small boring town or hip urban city? Cause they're trying to be both.

It grew as the show progressed, especially in the last couple of seasons.

I found the nightclubs and young people unrealistic for this town.

It's just a rule of comedy. In The Simpsons Springfield is supposed to be a small town but in later seasons they have an FBI center, several nightclubs etc.

Trusting someone...means relying on them and only the weak do that.
